Do You Need Planning Permission for Solar Panels in Ireland?

For almost every Irish homeowner the answer is no — since October 2022 rooftop solar PV panels on houses are fully exempt from planning permission, with no cap on the size of the array. The change came through the Planning and Development Act (Exempted Development) Regulations 2022 and was designed to remove the single biggest barrier to home solar adoption.

The general rule (houses)

Solar PV panels mounted on the roof of a private dwelling are exempt from planning permission. There is no size limit, no maximum percentage of roof coverage and no setback distance from the edge of the roof — provided the panels do not project more than 50 cm above the roof plane and do not project beyond the edge of the roof.

When you still need permission

• Protected structures (listed buildings) — always require permission and usually a Section 57 declaration
• Buildings in an Architectural Conservation Area (ACA) — permission required if the roof faces a public road, square or open space
• Apartment buildings — the management company's consent is required and may need planning if structural changes are involved
• Ground-mounted arrays larger than 25 m² in a domestic garden
• Free-standing solar on agricultural land above the SI 235/2022 thresholds

What about wall-mounted panels?

Wall-mounted solar PV is exempt up to 25 m² provided it does not project more than 30 cm from the wall and is not on a wall facing a public road in an ACA. Most installers avoid wall mounting for residential because rooftop output is significantly better.

Do I need to tell the council anything?

No notification is required. Your installer will, however, register the system with ESB Networks via an NC6/NC7 form before it can be commissioned and export to the grid — this is a connection process, not planning.

Bottom line

Unless you live in a protected structure or an ACA-facing property, you can install rooftop solar in Ireland without speaking to your local authority. The SEAI grant application and the ESB Networks connection notification are the only paperwork most homeowners need.
